Jennifer is a technical expert in postmortem and antemortem toxicology, participating in numerous controlled drinking studies and ride-a-longs with several state and local law enforcement agencies. She has audited the Drug Recognition Evaluation (DRE) Program and observed evaluations of numerous individuals suspected to being under the influence of drugs. She has testified in nearly 200 cases involving drugs, alcohol, and poly-drug use. Jennifer has presented over 125 times for professional organizations at the local, state, and national level.
Bachelor of Science in Biology, option in Physiology, a double minor in Chemistry and Political Science from California State University at Long Beach in 2001 and in 2018 obtained a master’s in public administration from Brandman University.

Jennifer has nearly 25 years of experience in forensic science, antemortem, and postmortem toxicology experience with a unique expertise of being both an analytical scientist and longtime public administrator. She brings specific expertise to law enforcement impairment investigations, crime laboratory management, quality and system management, and grant proposal and funding opportunities. Jennifer has testified in depositions, administrative hearings, criminal and civil trials, civil and criminal grand jury hearings, and in state and federal legislative hearings. Her expert witness trial and case evaluation experience is extensive and applicable to wrongful death, custody hearings, clinical and analytical testing, personal injury, criminal proceedings, insurance denials, and any case that involves alcohol, drugs, or laboratory operations.
